Suspect Arrested in Campus Sexual Assault

Campus Police Say Nonstudent Confessed

RIVERSIDE, Calif. — (www.ucr.edu) -- UC Riverside police Monday arrested a nonstudent they believe sexually assaulted and robbed a female student in a campus bathroom Oct. 3.

The arrest occurred after an officer, on routine patrol, stopped to question a passenger in a 2003 Plymouth PT Cruiser that was parked illegally with its lights flashing in front to the Engineering II Building on North Campus Drive.

During the interview, the car’s driver, Justin Lowe, 22, of Palm Springs, returned to the vehicle and officers noticed his resemblance to the composite sketch of the assault suspect. They ran a computer check and found an outstanding traffic warrant for Lowe and took him into custody.

The victim of the assault, which occurred in the third-floor bathroom of the Engineering II Building, identified Lowe as her assailant. Police said that Lowe confessed to the assault.

UCPD detectives are investigating three additional cases to determine if Lowe was involved in those incidents. They are also searching for any victims who have not reported incidents and for any potential witnesses.
